Programme Control Snapshot — 17 October 2026

Stage: S0 Start-up & Initiation. Next gate: G0, 18 December 2026. Dashboard reconciled against live HubSpot ledger and Gmail pipeline as at 17 October 2026 23:00 BST.

Measure Current Control interpretation
Overall status AMBER Controllable; active prioritisation of evidence preservation and statutory clocks required.
G0 decision 18 December 2026 Four project PIDs remain working baselines; decision pack targeted for preparation mid-December.
Primary management priority Evidence preservation & recovery Prevent irreversible loss while protecting FOI/EIR/SAR/internal-review and preservation deadlines.
Quality rule Acceptance-test driven Receipt, acknowledgement or administrative closure is not treated as evidential completion.

Gmail / HubSpot execution mirror (ROLE-ADM)

Private ledger ticket 439263345912 holds the current draft-not-sent versus inbound snapshot. New material staged 17 October (not sent without human review):

  • Original late-1970s South Glamorgan County Treasures inventory request (Vale FOI Unit + Glamorgan Archives).
  • Cross-institution contradiction packs (Cabinet Office, MoJ, Amgueddfa Cymru ironwork, Vale, Cadw, HMCTS, CPS, PEDW, HMLR, TNA, MOD, NLW/Heneb, Senedd, Parliament Archives, selected legal firms).

Automations foi-inbound-triage and foi-clock-harvest continue to keep HubSpot tickets, Gmail drafts (48-hour hold) and wayback catalogue aligned. Grok does not send.

Four-project position

Project Current management focus
P1 Evidence & Archive Evidence exhaustion, preservation, archive/public-authority responses, core conveyances, County Treasures original inventory lead.
P2 Title, Justice & Accountability Title chronology, HMLR/ICR control, current authority responses, remedy routes; fraud/conduct stream remains parked.
P3 Artefacts Continue candidate census with source/provenance traceability.
P4 Tŷ Mawr Replica Museum Continue evidence-graded reconstruction and museum feasibility independently of FOI completion.

Reporting and control architecture

HubSpot is the private execution ledger. WordPress is the public programme/evidence record. The Project Mandate controls purpose; the Project Brief defines outputs and controls; the Project Plan and S0 Control Register define delivery; Highlight Reports provide periodic management information; the PRINCE2 registers control risk, issue/change, quality, lessons and decisions.

Operational reconciliation — 19 October 2026

Current CRM baseline: 305 tasks (201 NOT_STARTED, 48 WAITING, 21 IN_PROGRESS, 35 COMPLETED); 111 open tasks flagged overdue; 72 open tasks have priority NONE. The separate past-date flag is not interchangeable with the overdue flag. There are 70 tickets and 27 direct task-to-ticket associations; no ticket is currently in the Closed stage.

Communications safety: 22 task records mirror drafts explicitly labelled DON’T SEND. Ten were quarantined on 19 October as WAITING / LOW for review on 26 October, preserving the full body and Gmail draft identifiers; 12 remain to triage. No emails were sent.

Critical control dates: Llandough Community Council meeting 22 Oct; Cadw ATISN 27589 due 26 Oct; HMLR SAR due 28 Oct; conditional ICO decision 29 Oct; OC2 exception trigger 6 Nov; South Wales Police FOI 1264/26 and MOD target 9 Nov; ICR target 13 Nov, window control 18 Nov. Verify live status and the applicable clock before action.

Recovery loop: trigger → preserve original and provenance → catalogue/hash where available → update case ticket → associate to work package/project → assign owner, priority, next action and justified due date → test acceptance → record exception/lesson and next review. Acknowledge-only is not completion; each cycle requires a dated record. No automatic merges, deletions or sending.
