October 2026 S0 Stage Plan & Control Register
October 2026 S0 Control Register
Purpose. This is the operational register for October 2026. It turns the existing Project Plan and Delivery Breakdown into measurable work. It does not create a new case or a fifth project. October remains S0 Start-up & Initiation and concentrates on evidence recovery, preservation, reconciliation, deadline control and preparation for the 18 December 2026 G0 gate.
System of record. The Great House Farm Wiki is the public programme and evidence index. The Evidence Library is the documentary source record. HubSpot is the private execution ledger for actionable tasks. A task is not complete merely because an institution acknowledges it; the acceptance test below must be satisfied.
1. Programme structure
| Level | Control | Purpose |
|---|---|---|
| Programme | Great House Farm / Tŷ Mawr recovery programme | Overall governance, benefits, tolerances and gates |
| Project P1 | Evidence & Archive | Find, preserve, catalogue, verify and reconcile surviving records |
| Project P2-T | Title & Register | Parcel/title reconstruction, HMLR records, preservation and current title routes |
| Project P2-F | Fraud & Conduct | Evidence of deliberate conduct only; parked unless qualifying evidence identifies a person and operative causal link |
| Project P2-C | Current Decisions & Accountability | Complaints, reviews, fresh decisions and live administrative routes |
| Project P3 | Artefacts | Object-level census, provenance and voluntary recovery / loan / replica routes |
| Project P4 | Tŷ Mawr Replica Museum | Evidence-graded reconstruction, interpretation and museum vehicle |
2. October work packages
| Project | WP | October deliverable | Quality expectation |
|---|---|---|---|
| P1 | WP-01 / WP-12 | Every September response reconciled with its request and review status | Separate case trail; no response counted as closure without acceptance test 🕒 |
| P1 | WP-03 | CAS-347296-M0V4Y1 entered in Evidence Library | Source ID, date, holder, disclosure scope, file location and verification status recorded |
| P1 | WP-07 | 1989–92 planning recovery | Section 52, register, screening and 1992 applicant trail either recovered, ruled out with reason, or escalated |
| P1 | WP-34 | Companies House requests sent | Three target companies covered; copies and search-result metadata preserved |
| P1 | WP-28 | Probate/standing evidence progressed | Place/date supplied; grant/death/will route logged; claimant ownership questions kept separate |
| P2-T | WP-05 | HMLR inspection/preservation and ICR control | Inspection result, preservation action, ICR status and deadline recorded |
| P2-T | WP-04 / WP-05 | “Closed in 2005” statement reconciled with registration chronology | Primary documents preferred; contradiction preserved if unresolved 🕒 |
| P2-C | WP-12 / WP-39 | Vale, Wales Office, Cadw and Heneb routes actively controlled | Each route has its own reference, owner, next action and target date |
| P2-F | WP-19 | Conduct route retained but parked | No assumption of dishonesty; reopen only on qualifying evidence |
| P3 | WP-24 / WP-35 | Artefact candidate census continues | Each candidate has object identifier and source/provenance status |
| P4 | WP-27 / WP-36 | Museum feasibility and evidence-graded reconstruction continue | Museum work remains independent of FOI completion |

4. Measurement model
| Dimension | Measure | Control rule |
|---|---|---|
| Scope | Tasks mapped to WBS IDs | No orphan tasks; every task belongs to a WP/TG |
| Time | Target date, ageing and dependency | Zero tolerance for statutory/limitation/preservation deadlines; management tasks use explicit buffer |
| Cost | Known cost, £0 internal, or TBC/quote required | Never invent a figure; actual spend recorded against the work package |
| Quality | Acceptance test | Complete only when evidence/result meets the defined test |
| Evidence | Evidence units received and verified | Received is not the same as verified |
| Risk | Open risk + owner + trigger + response | Preservation risks are escalated immediately |
| External dependency | Days since request / last action | Chase or escalate according to the route-specific timetable |
| Productivity | Completed accepted tasks ÷ tasks planned | Externally blocked tasks are not counted as internally complete |
5. October completion states
- Completed: acceptance test passed and evidence/result link recorded.
- Carried forward: still required, with a new justified target.
- Blocked: dependency prevents completion; blocker and owner recorded.
- Awaiting external response: the project has completed its current action and is waiting on the external party.
- Re-opened: new evidence or contradiction requires the task to return to active work.
- Closed: a documented decision demonstrates that no further project action is required. 🕒
6. Evidence-exhaustion objective
The current phase is not simply “FOI chasing”. It is controlled exhaustion of reasonable evidence avenues while surviving records can still be preserved or recovered. Each avenue should end in one of four documented states: recovered and verified; not found after defined search; externally blocked / awaiting response; or closed with a recorded reason. This prevents silence, acknowledgement or administrative closure from being mistaken for evidential completeness. 🕒
7. Gate and reporting
October feeds the 18 December 2026 G0 decision. The monthly Highlight Report records what happened; the Delivery Breakdown defines what “done” means; this register records the October execution baseline; Analytics measures performance; the Evidence Library holds the underlying documentary record.
Project Plan · Delivery Breakdown · Project Analytics · September Highlight Report · September Full Control Record
Name/location reference: Great House Farm — Name & Location Variations (historical spellings and Llandough-juxta-Penarth location forms).
Live execution reconciliation — 19 October 2026
HubSpot current baseline: 305 tasks (201 not started, 48 waiting, 21 in progress, 35 completed); 111 open tasks flagged overdue; 72 open tasks have priority NONE. There are 70 tickets in open stages and 27 direct task-to-ticket associations. These counts supersede the earlier snapshot for current operations; old figures remain historical.
Recovery control: preserve source files/messages and provenance first; catalogue the artifact; update its case ticket; link the task to the work package and project; set owner, priority, next action and verified date; confirm acceptance before closure. Acknowledgement alone is not completion. Record an execution timestamp whenever a review cycle actually runs.
Deadline checks: 22 Oct Llandough CC; 26 Oct Cadw ATISN 27589; 28 Oct HMLR SAR; 29 Oct conditional ICO decision; 6 Nov HMLR-copy exception trigger; 9 Nov SWP/MOD; 13 Nov ICR target and 18 Nov window control.
