Monthly Highlight Reports
Each monthly report is a reconstructed management snapshot (see the backdating and evidence rule below).
Mandatory four-part schema
| Section | Purpose | Control question |
|---|---|---|
| 1. Plan | Plan for the month ahead, taken from the previous report’s forward plan and any authorised new work. | What did we say we would do? |
| 2. Performance | End-of-month comparison of recorded work against that plan. | What actually happened and what evidence supports the result? |
| 3. Issues, Risks, Concerns | Material blockers, external dependencies, uncertainty, deadline exposure and evidence-quality problems. | What could prevent delivery or distort conclusions? |
| 4. Plan Moving Forward / Next Month | Carry-forward plus new actions arising from performance and issues. | What is the next controlled step, who/what is it dependent on, and by when? |
Historical reporting period
The current chronology provides enough dated material to reconstruct monthly reports from November 2025 through September 2026. September 2026 is a month-to-date report through 28 September 2026; it is not represented as a complete month.
Monthly control measures
- Planned task groups versus completed task groups.
- FOI/EIR and records-access cases opened, advanced, closed, awaiting response and overdue.
- Primary records received and evidence units catalogued/verified.
- Reviews, complaints and escalations with deadlines.
- Planning/title/heritage research gaps opened and closed.
- Public corrections, museum evidence modules and remedy-route assessments progressed.
- Carry-over workload and ageing of externally dependent actions.

Backdating and evidence rule
These reports are deliberately retrospective reconstructions. Each is backdated to month-end for project-control continuity, using the dates and timestamps in the existing Records Access Chronology and related project records. A reconstructed report is not evidence that a formal PRINCE2 monthly report existed at the historical date. 🕒
Reporting discipline
At month end, the next report carries forward every unfinished task group and every active external dependency, and re-baselines it against actual performance, new evidence and external dependencies. The Performance section must state what is evidenced, not what was merely intended. The Issues/Risks/Concerns section must identify material blockers and ageing. The final section becomes the next month’s controlled plan.
October 2026 — New analytical control themes
The October reporting cycle must track the new cascade-of-accepted-premises paradigm, the property-description mutation chain, the authority/delegation chain, evidence-before-court matrix, and the separate title/alteration/indemnity/fraud/reparation routes. Institutional reports remain isolated; a cross-reference is not a joint finding.
14 October 2026 — supplementary issue update
A dated update on the ITV archive contact, unresolved editorial/records questions, risks, and possible voluntary remedy opportunity has been added to the October 2026 Highlight Report Addendum — Litigation Activation and the ITV forensic institutional review. The update is dated 14 October and is not backdated into the 8 October snapshot.
