1. Project definition

Background

Great House Farm / Tŷ Mawr, Llandough-juxta-Penarth. Possession: BP Properties Ltd v Buckler, Court of Appeal 31 Jul 1987 [EV-0080]. Farmhouse first registered 1983 (WA240304), merged into WA231076 on 2 Feb 1987 [PENDING: EV-0066].

TimeS0 complete by G0, 18 Dec 2026
CostWithin S0 cost tolerance £0–£800 (1348)
QualityEvery claim cites an EV page, or is marked PENDING or HYPOTHESIS
BenefitAn auditable evidence position for later title, remedy and accountability decisions
RiskNo statutory, limitation or preservation deadline missed

Desired outcome

A complete, auditable evidence position: every item obtained and verified, or closed as destroyed, missing, classified/withheld, or ruled out.

Scope and exclusions

  • In: FOI/EIR, subject access requests, complaints with remedy routes, archive and HMLR copies, court production/preservation applications where holders refuse.
  • In (CH-004, 18 Oct): the whole Cedwyn Estate, about 40 parcels.
  • Out: action on any fraud, concealment or government-involvement finding that meets a threshold — separate parallel project (P2).
  • Out: legal advice. Research support only.

Constraints and assumptions

See PID and Plan — assumptions.

Tolerances

See PID — tolerances.

Users and interfaces

  • Users: Sion Buckler and family.
  • Interfaces: HM Land Registry and the ICR; Glamorgan Archives; NLW; TNA; Vale of Glamorgan Council; Llandough Community Council; Cadw / Welsh Government; Heneb; Wales Office; MoD; HMCTS / MoJ; solicitors (not engaged).

Trigger events (outside this project)

TriggerThreshold
FraudA specific person’s deliberate dishonesty that was an operative cause of a material outcome (Takhar v Gracefield [2019] UKSC 13)
ConcealmentA relevant fact intentionally concealed, engaging limitation postponement (Canada Square v Potter [2023] UKSC 41)
Government involvementA public body acted unlawfully or in breach of duty in a way that is actionable or reportable

A missing file, a contradiction or an unverified premise is not a trigger.

4. Project approach

  • Map every route against each holder’s policy and law; then request, follow up, complain, and apply to court only after legal advice (DEP-03).
  • Catalogue, provenance-check and verify everything obtained (EV pages).
  • Research flywheel every 6 h for new sources.
  • Sion makes all external contact; Tab researches, drafts and maintains the wiki.
