October 2026 Highlight Report — Forensic Reframe & Control-Point Baseline
Controlling correction — 9 October 2026. This 8 October highlight report is preserved as a dated management record, but its 1955/1962 phrasing must be read against the clarified family case. The family’s established account is that the 1877 arrangement took effect in 1928 and Parcel A included the house/buildings group, garden, north forest and south-east ground later registered as VG41. Parcel B was the separate eastern agricultural fields; the 1939 agreement/plan is already held and depicts Parcel B only. [SOURCE PENDING] On 4 July 1955, while enforcing Parcel B, WGR seized the north forest and south-east green of Parcel A (execution record GHF-E126 not yet held). Mary’s later defence of the occupied house/buildings/garden group was not a definition or surrender of the full Parcel-A extent. The document comparison is to establish exact descriptions, trace the conflation into later records and assess remedies—not to reopen whether the north forest and green were taken.
Programme: Great House Farm / Tŷ Mawr — PRINCE2 control record. Reporting date: 8 October 2026. Status: S0 Start-up / Initiation. This report incorporates new evidence-reconciliation findings from the private research file and the public forensic reports. It is a management record, not legal advice or a finding against any person.
1. Plan carried into October
- Complete time-critical records/review routes: HMLR SAR, HMLR ICR, Cadw ATISN 27589/complaint, Vale 00210772/00211557, Wales Office review, HMCTS/MoJ reviews, RCAHMW/Heneb and other open record-recovery work.
- Continue institution-specific forensic assessments without merging their responsibilities.
- Move title and parcel reconstruction from hypothesis into a document-by-document test.
- Preserve all limitation, procedural and evidence-destruction deadlines.
- Prepare evidence-to-court and remedy gates before any decision to litigate or seek reopening.
2. Performance / new analytical findings
- HMLR documentary trail expanded. The available correspondence identifies the WA231076 and WA240304 first-registration documents, including the A13/DL, 12 May 1983 Linklaters correspondence, 13 January 1984 A3/register activity, 2 February 1987 amalgamation application, and WA240304’s 1975 conveyance and plan.
- New paradigm adopted. The programme will test a cascade of accepted premises: first disputed proposition → introducing actor → subsequent reliance → independent safeguard → consequence. This avoids assuming a coordinated conspiracy while still permitting responsibility to be assigned where evidence supports it.
- Parcel identity elevated. “Great House Farm” is no longer treated as an invariant legal object. The project will reconstruct the exact physical extent represented in each relevant title, conveyance, tenancy, court order, planning record and later registration.
- 1984/1987 registration sequence elevated. The 13 January 1984 activity and 2 February 1987 amalgamation are now case-control points requiring exact documentary reconstruction.
- 1955 Parcel-A seizure control clarified. The family’s established account is that 4 July 1955 enforcement of Parcel B also seized the Parcel-A north forest and south-east green later registered as VG41. The 1962 house-and-garden proceedings concern the occupied centre Mary retained; they do not define the full Parcel-A estate. Compare primary records to corroborate and map the established account, distinguish legal authority from physical event, and trace the same land into later titles.
- Evidence-before-court test strengthened. The family’s reopening theory will not rely on saying “title was never tried”. Instead it will ask exactly what propositions were decided, what evidence was before the court, what BP/family records existed, and whether any later evidence is material, new and potentially outcome-determinative.
- Remedy firewall strengthened. Title/extent, alteration/rectification, statutory indemnity, fraud-based set-aside and current administrative remedies are being treated as separate routes.
3. Issues / risks / concerns
- Primary risk: the strongest title hypothesis could weaken if the 1938/1949/1962/1974 primary documents support the opposing land description.
- Primary opportunity: a plan-by-plan demonstration that WA240304 was distinct farmhouse land, or that the registered extent exceeded the documentary root, would materially change the legal assessment.
- Fraud threshold: no dishonest actor is established. Fraud/concealment remains an evidence-triggered stream.
- Records risk: historic records remain dispersed among public bodies, archives, corporate records and professional files. Preservation and exact search statements remain critical.
- Litigation risk: the 1987 judgment has to be analysed for its actual preclusive scope; current assumptions must not be overstated.
- Remedy risk: possible heads of loss must be separated to avoid double counting and to account for innocent present purchasers/occupiers.
4. Control-point chain now adopted
- Historic land identity.
- Ownership / tenancy.
- Acquisition chain.
- First registration.
- 13 January 1984 registration activity.
- 2 February 1987 amalgamation.
- Evidence before the 1984–87 court.
- 1955/1962/1974 enforcement authority and scope.
- 1988 heritage decision.
- Planning/redevelopment.
- Record custody/lifecycle.
- Present remedy and correction.
At each point the project asks: who, what, when, under what authority, based on what evidence, with what safeguard, and with what consequence?
5. October priority products
- WA240304 original register and title-class analysis.
- A13/DL and 1971 abstract provenance analysis.
- 13 January 1984 A3/register-event dossier.
- 1987 amalgamation dossier and plan overlay.
- 1939 plan / 1949 surrender-regrant / 1955 order / 1962 order / 1974 file comparison.
- 1984–87 evidence-before-court matrix.
- Authority/delegation chain for material actors.
- HMLR alteration/rectification/indemnity route analysis.
- Updated institution-specific remedy dossiers.
6. Decisions / actions
No broad allegation of conspiracy is adopted. No fraud referral threshold is treated as met merely from missing records or contradictions. Evidence-recovery continues, current complaint and review routes remain live, and any litigation/reopening decision remains gated by standing, limitation, materiality, causation and remedy. 🕒
Next control dates: 9 October HMCTS/MoJ chase; 16 October Vale/ICO decision point; around 26 October HMLR SAR, Cadw ATISN 27589 and Vale 00211557 deadlines; around 25 November HMLR ICR six-month point; 18 December G0 decision gate.

15 October 2026 supplement — Parcel A first-registration title-basis control point
Reporting discipline: this is a dated supplement to the 8 October highlight report, not a retroactive alteration of the original reporting date or earlier conclusions.
New P2-T issue (I-004) and risk (R-006): establish whether the 23 February 1983 WA240304 application demonstrated title to the exact farmhouse-and-garden land registered. The critical document chain to compare is the 1938 Bute/Mountjoy–WGR acquisition and plan; the 31 December 1969 WGR–BP Pension Trust deed and plan; the 1971 abstract; the 23 May 1975 BP Pension Trust–BP Properties deed and plan; and the 1983 application plan plus the records HMLR actually examined.
Evidence state: the 1969 deed is not listed in the HMLR schedule disclosed on 30 July 2026. This is a gap in the disclosed schedule; it does not prove the deed never existed, was never examined, or was deliberately concealed. The 1939 WGR–John Williams tenancy plan is currently read as showing Parcel B only, but tenancy extent does not by itself determine freehold title. Possession orders must be distinguished from conveyances of the freehold.
Control response: use the dedicated WA240304 title-basis analysis; reconcile primary deeds/plans and FC-002 before adopting a conclusion; request HMLR’s examination record, root/alternative title evidence, basis for absolute title and occupier enquiries. Keep the “good root” 15-year convention as a question about the evidence and standard applied, not an automatic invalidity rule.
Status: OPEN; document comparison and HMLR response required. No finding of fraud, concealment or officer misconduct. See PRINCE2 Control Registers for R-006/I-004 and P2 product acceptance criteria.
