1. Plan — month ahead

From August’s forward plan: reconcile disclosures; keep review cases separate; complete the TNA expanded search; progress Heneb and archive work; control HMLR inspection/preservation; process the Wales Office response; maintain the museum, planning and title workstreams.

2. Performance — end of month

The month produced the highest concentration of recorded disclosure and review activity so far. Every dated event is in the table below; the month closed with a 28 September consolidation of current status.

3. Issues, Risks, Concerns

The outstanding workload is now dominated by external dependencies: unresolved reviews, incomplete disclosures, historic file-access questions and complaint routes. September also exposed a need to prevent administrative closure from being mistaken for evidential closure. Planning, title and heritage work must continue in parallel rather than waiting for every FOI path to finish.

4. Plan Moving Forward / Next Month

October control priorities: send or finalise the Wales Office internal review; progress Vale review 00210772 and related requests; pursue HMLR inspection/preservation and ICR route; continue Cadw complaint and Heneb EIR; reconcile TNA disclosure into the Evidence Library; complete the 1989–92 planning recovery programme including section 52, planning-register, EIA-screening, Appendix B–E and 1992 applicant/1993 transfer questions; maintain museum and narrative-justice preparation; update analytics with the September baseline.

Timed project cut-off: the Records Access Chronology records the Wales Office and National Archives internal-review drafts as not sent at 02:16 on 28 September 2026; this is a project-control timestamp, not an external disclosure event.
