September 2026 — Full Control Record

Purpose: This is the full September control report, including replies received during September to correspondence sent before September. It is the programme record for the month and is read together with the existing Project Plan, Delivery Breakdown and Records Access Chronology.

Plan — September

  • P1: reconcile what holders send and keep each review in its own file.
  • P1: finish the National Archives expanded search.
  • P1: move Heneb and archive requests forward.
  • P2-T: control the Land Registry file: inspection, preservation and complaint work.
  • P2-C: deal with the Wales Office reply and the Vale review requested in July.
  • P3/P4: continue objects, the 1989–92 planning file and the public record; museum work does not wait on FOI files.

Performance — September

  • Museum Wales, 22 Sep: on the July request, no soldier, horse, visor or lance was identified. Other Great House Farm and Church Farm archaeology was attached; it is not treated as that discovery.
  • National Library, 30 Sep: on the July furniture file, the Library reported that it had already searched and read the July letters.
  • Welsh Water, 29 Sep: nothing was located on the named person or farm; it will not answer again unless there is something new to search.
  • National Archives, 23 Sep: disclosure under CAS-347296-M0V4Y1 followed the 2 Sep clarification of the August hold. The disclosure still needs to be entered into the Evidence Library.
  • Heneb: Steven Foulston has the 27 Sep formal complaint; five weeks applies to the response and the supplement is noted. The complaint remains separate from the FOI/EIR track.
  • RCAHMW, 29 Sep: the response addressed the 8, 15, 17 and 20 Sep enquiries together. Archive 6048945 is Suggett’s visit. The preservation notice was passed to the records manager. Cadw’s 4 Sep reply added nothing. The existing complaint was re-served on 20 Sep and had no outcome by month-end.
  • Doughty’s office, 18 Sep: the Land Registry’s chief executive had replied; the Ministry of Justice remained outstanding. ICR/090/26 opened 27–29 Sep. This is an acknowledgement, not a finding. 🕒
  • HMLR support line, 21 Sep: the title was said to be “closed in 2005”. That conflicts with the registration chronology recorded on the wiki and remains an evidence-reconciliation task.
  • Wales Office, 22 Sep: 26FOI 103 was answered after a digital search; the review route remained open. Review requested 28 Sep; NIO acknowledged 29 Sep.
  • Vale, Davidson, 18 Sep: Carroll did not have to answer; the Council could not compel an answer; that complaint was closed; the Council would not retry the 1987 matter or examine the reported conduct issue. The tree was passed to Information Governance. July internal review 00210772 received an apology on 11 Sep and remained open.
  • Wilkes, 25 Sep: the woodland was offered at £30,000 private sale with purchaser costs, or open market in early 2027.
  • Penarth Civic Society: the relevant material was reported as not being in the planning file.
  • Senedd Culture Committee, 22 Sep: the August submission was outside its remit for one-off operational decisions.
  • CPS, 29 Sep: no file; a 62HA number by 13 Oct was requested.
  • Police: 1040/26 is the attached letter; August request 719/26 remains in review; subject access remains stuck on identity.
  • Hillman: requested a call.
  • Jefferies, 28 Sep: Mary (Nancy) Williams could not be found from the information supplied; place and date are required.
  • P4: the Great House Farm Wiki went live during September and is now the public evidence and programme hub.

Issues, risks and concerns

  • No September response established that the two historic parcels were one parcel or that the 1982 registration was a mistake. Those remain evidence questions.
  • An acknowledgement is not evidential closure. A file remains open until its acceptance test is met or a documented decision closes it.
  • The woodland is for sale; absent a controlled decision or preservation action, there is a risk of open-market sale in early 2027.
  • The fraud/conduct line remains parked because no dishonest person has been identified in the current evidence set.
  • The judicial-review window associated with the 25 May HMLR decision has probably already closed, subject to legal verification.

October — S0 control plan

  • Wales Office review: complete and record outcome.
  • Vale 00210772: chase on 9 Oct; then consider the ICO on that file only if still unresolved. 🕒
  • HMLR: complete inspection/preservation and control the ICR route before the six-month point around 25 Nov.
  • Cadw: one controlled chase around 20 Oct.
  • Heneb: keep complaint separate from FOI/EIR.
  • National Archives: catalogue CAS-347296-M0V4Y1 in the Evidence Library.
  • Planning recovery: section 52, planning register, screening and 1992 applicant record.
  • Jefferies: send Great House Farm place and date.
  • Companies House: request Western Ground Rents, BP Properties and Ideal Homes files while the destruction pause remains.
  • Woodland: decide how the £30,000 offer is treated within the project control framework.
  • Solicitor and the four briefs remain for the 18 Dec G0 gate.
  • Museum work continues independently of FOI completion.

Phase-1 evidence exhaustion principle

September establishes the programme as an evidence-gathering and exhaustion exercise before later material is destroyed, lost, dispersed or becomes harder to recover. Exhaustion means documenting each search and request, reconciling each response, preserving surviving material, identifying what was not found, recording search limitations, and closing only those avenues for which the project has a documented basis to stop. 🕒
