P2 Title, Justice & Accountability — Project Initiation Documentation (G0 working baseline)

Method: PRINCE2 Project Management Version 7, tailored to this project. State: working S0 initiation baseline pending G0 authorisation on 18 December 2026.

1. Project definition

Reconstruct title/register position; control live administrative decisions; preserve evidence for lawful remedy routes; keep the fraud/conduct route evidence-gated.

2. Scope and work packages

WP-04; WP-05; WP-06; WP-10; WP-12; WP-13; WP-19; WP-20; WP-21; WP-28; WP-29; WP-31; WP-39.

3. Products and acceptance

O-02 title/possession reconstruction; O-04 accountability record; O-07 remedy options dossier.

4. Quality management

Title, parcel and legal propositions are source-tested. P2-F is evidence-gated and does not assume dishonesty.

5. Business case and benefits

The project continues only while its benefits remain worth the cost, risk and effort and the next stage remains desirable, viable and achievable.

6. Organisation and authority

Executive: continued justification, major decisions and tolerances. Senior User: desired outcomes, benefits and user acceptance. Senior Supplier: specialist supplier interests when procured. Project Manager: day-to-day delivery within delegated tolerance. Project Assurance: independent checking. Work Package Owner/Team Manager: delivery of authorised products. Project Support: records, scheduling and configuration.

7. Plans and stage control

Project Plan → Stage Plan → Work Package → task. Work packages are authorised before execution. Completion requires the defined acceptance test. Forecast tolerance breaches are exceptions, not silent carry-over.

8. Risk and issue control

Risks, issues, changes and decisions are controlled through the PRINCE2 Control Registers. Evidence destruction, preservation failure and legal deadline exposure receive immediate control attention.

9. Communication, people and data

External correspondence is logged by reference and date. Stakeholder relationships have an owner and communication route. The Evidence Library is the documentary source, HubSpot the private execution ledger, and the Wiki the public programme index.

10. Tolerances

Benefits, cost, time, quality, scope, sustainability and risk tolerances are defined for each stage. Legal limitation, court/tribunal deadlines and evidence-preservation actions are zero-tolerance controls. Unknown external costs remain TBC until established.

11. G0 approval test

  1. Products and acceptance tests adequately defined.
  2. Business case and benefits remain justified.
  3. Roles and delegations clear.
  4. Risk, issue, quality, lessons and decision controls functioning.
  5. Stage Plan and work packages baselined.
  6. Outstanding exceptions within tolerance or explicitly decided.
  7. Next-stage authorisation decision prepared for 18 December 2026.

15 October 2026 — P2-T product/acceptance addendum

O-02 Title/possession reconstruction: the output must now include a parcel-by-parcel conveyance matrix for the WA240304 application, distinctly identifying (a) land WGR acquired in 1938; (b) land described in the 1969 WGR–BP Pension Trust deed; (c) any antecedent root or earlier title evidence identified by the 1971 abstract; (d) the land described in the 1975 BP Pension Trust–BP Properties deed; and (e) the land shown on the 1983 application plan and entered on WA240304. Each link must be marked document produced, recital only, schedule-listed, missing or not yet verified.

Acceptance criteria added: original operative descriptions/plans are compared; the scope of tenancy evidence is not equated with freehold extent; possession orders are analysed separately from conveyances; what HMLR actually examined is separated from what the July 2026 schedule lists; unknowns and disconfirming evidence are stated; and no fraud conclusion is promoted unless evidence identifies the representation/act, responsible actor, knowledge or intention, and causal role.

Control link: 1983 First Registration: Parcel A Title Basis and Alleged HMLR Mistake. Related issue/risk entries: I-004 and R-006 in the PRINCE2 Control Registers. P2-F remains evidence-gated; this addition is a document-reconciliation task, not a finding of dishonesty.

16 October 2026 — audiovisual provenance and chronology acceptance addendum

Applies to: O-04 accountability record and O-07 remedy options dossier. This control supplements the 15 October P2-T product addendum; it does not determine the land/title issues and is not a finding that deliberate concealment has been proved.

Required source distinction: the NLW Watch and Listen entry item 507738 is “Eviction News Material, 30 November 1988”, a one-minute HTV Wales cassette whose catalogue data states both recording and broadcast dates as 30 November 1988. Its cataloguer’s note is “Not viewed”; the position of the clip on a tape of unrelated items is unknown; the supplied entry has no catalogue-created or online-publication date. Do not treat the stated 25 July 2025 date in the project chronology for the YouTube viewing copy as the publication date of item 507738, or identify the items without source-level confirmation.

Chronology control: preserve the project-recorded 25 July 2025 date for YouTube viewing copy 4GXmR7mAas0 separately from the 14 October 2026 call note, which records Owen as describing a “December 2025 YouTube publication” as coincidental. The latter is a report of the conversation, not an independently verified upload record. The separate 5 December 1988 “Wales at Six” demolition report remains under investigation. Maintain “uploader/source identity unknown” and the physical/digital inspection of the original cassette as pending until evidenced.

Acceptance test: link GHF-E113, the NLW forensic review, the ITV forensic review, the Forensic Master Chronology and PRINCE2 issue I-005; record a date only with its date type and source; log NLW’s answer on catalogue creation/online availability and any 5 December item search; obtain ITV’s original transmission and edit-history information where available. Do not convert catalogue access conditions into proof of exceptional concealment or infer motive from missing metadata alone.
