Justice Programme — Plan (v4)

Baseline v4: 16 October 2026. v4 aligns the plan to Mandate v4 and Brief v4, adding political, public-interest and communications dimensions alongside legal and administrative execution. Stage: S0 Start-up & Initiation. Next gate: G0, 18 December 2026. See also the Justice Plan — Legal Strategy for the route table and G1 criteria.

1. Plan overview

The plan sequences four mandate objectives (M1–M4) through six products (P1–P6) with defined acceptance tests, into legal decisions gated by counsel opinion. Political and public-interest workstreams run in parallel without prejudicing legal position. Nothing irreversible proceeds without G1 counsel opinion (25 June 2027) and Sponsor authorisation. Weekly highlight reports track plan vs performance vs issues/risks/concerns vs forward plan.

2. Stage plan — S0 Start-up & Initiation (to G0, 18 December 2026)

  • Complete the four working PIDs and prepare the G0 decision pack (P6).
  • Resolve the 6 October and 9 October deadline controls.
  • Progress P1 evidence-recovery work and the master evidence-capture protocol.
  • Maintain HMLR/ICR, woodland and external-response controls.
  • Reconcile risk, issue/change, quality, lessons and decision registers against live execution (80 live HubSpot tasks).
  • Address IR-001 to IR-006 through the weekly plan.
  • Establish communications protocol and legal-review gate for public statements.
  • Begin stakeholder mapping for political and public-interest engagement.

3. Product breakdown (mapped to M1–M4)

ProductMandateAcceptance test
P1 Evidence corpus & provenance chainM2Every record has Evidence ID, custodian, date, original/copy status, request route and result; negative searches logged and auditable.
P2 Title reconstruction 1877–1987 per parcelM4Each physical land object traced through deeds, registers and court orders; conflicts with 1987 recitals identified; forensic control-point chain applied.
P3 Fraud/concealment evidence registerM3Each candidate concern has primary evidence, counter-evidence, materiality assessment and corroboration requirement; nothing pleaded as fact without it.
P4 Possession strategy per parcelM4Title-first analysis; adverse possession used only where statutory conditions fit; innocent proprietors excluded.
P5 Museum foundation packM1Source-tested chronology, testimony catalogue (named family members) and interpretation brief for the Argentina replica.
P6 G0 decision packAllCompleted PIDs, justified business cases, accepted roles, defined products, quality criteria, control registers, stage plan, outstanding exceptions resolved or accepted.

4. Quality plan

  • Documented fact, family evidence and inference are labelled separately on every record.
  • Counter-evidence is captured before any proposition is treated as established.
  • No adverse inference from a firm’s inability to locate a file until custody, retention and search response are understood.
  • Control rule: no request is “sent” until the actual outgoing message and dispatch/receipt evidence are filed.
  • Public-interest statements are sourced, caveated and legally reviewed before release.

5. Risk, issue and change plan

  • Top risk IR-001 (evidence preservation, RED/AMBER): prioritise vulnerable institutional/archive sources; maintain preservation notices.
  • IR-002 (task population): use 80 live tasks for reporting; supersede the obsolete 47-task dashboard.
  • IR-003 (HMLR/ICR timing): maintain specific deadline trails.
  • IR-004 (woodland decision): keep P2-T controlled and evidence-led.
  • IR-005 (fraud stream): remain parked unless qualifying evidence exists.
  • IR-006 (unknown costs): no variance asserted without recorded actuals.
  • IR-012 (political/media misrepresentation): communications protocol and legal review gate mitigate.
  • Weekly highlight reports surface new items; the following week’s plan addresses them.

6. Communications and stakeholder plan

  • Wiki remains the public archive; HubSpot the private ledger. No leakage between them.
  • Institutional engagement follows the remedy ladder: notify, request disclosure, await response, escalate.
  • Political engagement (Community Council, Welsh Government, MPs/AMs as appropriate) is documented and evidence-led.
  • Media enquiries receive a standard neutral response pending Sponsor approval.
  • No public allegation of fraud, concealment or government involvement without qualifying evidence on the P3 register.

7. Subsequent stages (indicative)

  • S1 Evidence & title reconstruction (to G1, 25 June 2027): complete P1–P4; instruct counsel by 26 March 2027; political/public-interest products mature in parallel.
  • S2 Legal decision & pre-action (to G2, 31 March 2028): G1 opinions; proceed/park/abandon each route; pre-action correspondence and mediation offers; public narrative strategy activated.
  • S3 Remedy execution (to G3): proceedings or settlement on surviving routes; museum foundation execution; institutional acknowledgement sought.

8. Time-critical deadlines

  • Wales Office internal review of 26FOI 103 — due 26 October 2026.
  • HMLR subject access reply — due 28 October 2026.
  • G0 gate — 18 December 2026.
  • Counsel instruction — by 26 March 2027.
  • G1 counsel opinion — 25 June 2027.
  • G2 mediation/ADR — 31 March 2028.

9. Reporting cadence

Weekly highlight reports using the four-part schema: plan for previous week, performance for previous week, issues/risks/concerns, plans moving forward. Monthly baseline reports supersede rather than rewrite. G0, G1 and G2 are formal decision gates with documented packs.
